SUBJECT: The South China Sea

SUBJECT: The South China Sea
  The current conflict in the South China Sea involves a number of nations who have all made claims on the various reefs, islets, and shoals that dot this area. Collectively these nations and China are attempting to gain control over the trade routes, and natural resources in this area. Thus the South China Sea is partitioned, reefs are seized, the resources are plundered, and China’s security what is the most important is threatened. The conflict as it stands threatens China's integrity and challenges our maritime rights. 
Currently we have an enormous opportunity to solve these disputes. In the past these countries such as Philippines, Vietnam, Malaysia, Indonesia, Singapore, Thailand occupied the islands we claim with support from the US, while our country had not enough naval and air forces to resist these illegal operations. Now our army has increased its fighting strength and has more advanced weapons than before. Because China’s growing military might coincides with the financial crisis, the US will not sacrifice its own benefits for some small countries.
Since the U.S. is reluctant to intervene and war weary, I recommend that China adopt the following policies.
  1. We must continue to develop our air and naval forces, and out amphibious assault units, as well as constructing bases on those islands we already occupy.  In particular we need a strong air force because our opponents are geographically closer to the conflict zone.  
  2. We must continue to expand our naval strength and construct several aircraft carriers to strengthen our control in the South China Sea. During the construction phase we will have to continue to rely on small patrol ships to resist incursions from other states.
  3. We should attempt to solve the problem in the framework of ASEAN and avoid international conflict. It is necessary to enhance political mutual trust and prevent outside powers participation. As a political and economic union, ASEAN has its positive sides. If we can reach an agreement with ASEAN, the states in the South China Sea will be constrained. The Declaration on Conduct of Parties in the South China Sea makes major contributions to enhancing mutual trust and maintaining peace and stability in the South China Sea. We must reinforce communication and consultation in time with ASEAN, and try to make new deals in the South China Sea.
  4. China has consistently insisted to solve the South China Sea issue in the principle of shelving disputes and joint development. China has indisputable sovereignty over the South China Sea islands and their adjacent waters, which is the prerequisite and foundation. China is willing to resolve disputes in some major international and regional issues through dialogue and consultation. However, China will never allow any countries pose a serious threat to the sovereignty and integrity of our country. If any countries in the south sea occupy the South China Sea islands forcibly, China will never renounce the use of force. Therefore, We favor peaceful means of resolving the issues with some states such as Malaysia, but tough tactics to some other states like Vietnam and Philippines.
  5. There are rich oil and gas resources in the South China Sea. We should accelerate the exploitation in the South China Sea. This may tackle energy problems in our country, and maintain our country's sovereignty as well.
  The South China Sea issue should be solved as soon as possible. China must take a lot of determination to seize opportunities to deal with it.
