On November 27,1787, Alexander Hamilton, one of the three political thinkers in America who had proposed the Constitution and had it taken effect wrote this paper. It’s title is The Utility of the Union in Respect to Revenue. The primary topic was that that what role it played in promoting the interests of revenue. In particular, Hamilton argued the topic mainly from three perspectives. The main part of the paper centers on the reason why a union can contribute to an increase of the interests of revenue. The last two paragraphs informed people of the advantage of establishing a union and serious effects without a union.
Hamilton imparted the reason of establishing a union to the people of the State of the New York with the aid of the following views. To begin with, He had demonstrated that federation has effects on commercial prosperity of the states. Simultaneously, he said that the prosperity of commerce was the most productive source of national wealth, which was acknowledged by all highly educated statesmen. In other words, union can do good to increase national wealth. This is the reason why Hamilton planning to build it. Secondly, in accordance with Hamilton, commerce can contribute to an increase of the quantity of money in circulation and the celerity with which it circulates. As we know, the ability of a country to pay taxes depends on two factors just argued. Therefore, commerce can stimulate the increase of national revenue. To be more persuasive, Hamilton gave an example of the head of Germany who was almost an ignorance of making use of commerce to create fortune. Hamilton then listed several factors to explain that it was impracticable to raise any very considerable sums through direct taxation, and this indirectly claimed the importance and necessity of a union. In the following part, a general analysis was conducted by him on viewing duties as the chief means to increase the revenue. With the help of this logical analysis, establishing a union as a foundation was proposed. Evidently, this is a must. There were several reasons enumerated by Hamilton, such as illegal trade that was transacted between one state and the other, failure to guarantee the tax in many European nations and the army of patrols in France employed to secure fiscal regulations would not be tolerated in America where people were all eager to seek freedom. Finally, an explanation to that reason was given through the practical geographical analysis of America. According to Hamilton, there was only one threat for commercial prosperity if there existed a government which was superior to all states. The source of the threat is surely the Atlantic coast. The existence of a union can ensure each coastal state behave legally and consistently on duties on import. This could save many unnecessary troubles with foreign countries and guard against the emergence of contraband between states through the medium of another. Hamilton declared that less import of ardent spirits as its high duty is required would be favorable to agriculture, the morals and the health of the society. Perhaps there was nothing so much a subject of national extravagance as these spirits.
The establishment of a union is of great significance. It would contribute to rendering regulations for the collection of the duties more simple and efficacious, so far it must serve to answer the purposes of making the same rate of duties more productive, and of putting it into the power of the government to increase the rate without prejudice to trade.
The last part of the paper is an analysis on the would-be effect if the resource in question was not used to its full content. The consequence was that the nation could not exist long. Hamilton claimed again that the prosperity of commerce rather than agriculture can increase national wealth. Collecting tax from states whose major revenue was from cultivation of the land can not meet our country’s increasing demands. As agriculture and commerce are intimately interwoven and blended, commercial prosperity can lead to the value of land rising and the oppression of that valuable class of the citizens who employed in the cultivation of the soil.
Since 1787,the year when the America Constitution was passed, it has been amended for 18 times. In accordance with Beard, the amendment took place because people who was supportive and who was against competed against each other, this could cause the reformation of the Constitution eventually. Moreover, it could reflect various thoughts of each group at that time. In 1787, people with large sums of money had the final say of lawmaking. The ordinary people’s idea was no convincing. Currently, people in America are oppressed by heavy tax, hence, strikes takes place here usually. In this way, a reform is finally initiated. In other words, through reformation, it takes on a new America in a certain aspect, which therefore facilitating the recognition of the change for people. Facts of tax collection can mirror the civilization of a society. For example, officers from Internal Revenue Service spent three years in managing to crack down on Al Capone, a mafia boss in America who used cash only and had no bank account. And in 2013, the Internal Revenue Service has published Dirty Dozen publicly, which refers to lawbreaker who pretended to be the officer and collected tax from others. If the reform carries on, these situations will be disappear and the moral level of the whole society can reach up to a higher level. Truth of tax collection can report the prosperity of a country and the well-being of its people. Ph.D Joyce from Indiana University has conducted a research on America Fiscal Federalism and Property Taxation in 2006. He found that $263.7 billion were collected in 2001, which made up of 2.5 percent of the Gross Domestic Product of that year, and the total sum of it can be used for medicare or health and education. And half of it can be used for social security or national defense. These figures have illustrated that tax fees due to commerce prosperity can contribute to security or advancement of a country and guarantee a happy and peaceful life for its people. It follows that paper is still relevant to modern times.
