The Articles of Confederation was officially agreed by the 13 original U.S. states and came in to force in 1781 and was replaced by the constitution in 1789. Since the Articles of Confederation was approved, it has raised much debate on its effectiveness. The Articles of Confederation has not empowered the Confederation Congress much power to make decisions, as any modification to the Articles needs to be approved by all the states (Merill, 1950). It was hard to become approved by all the states even though each of the state has agreed on making improvements to the Articles.

The economic reason is one of the most important factors that lead to the abolishment of the Articles of Confederation. Under the Confederation, the power of central government has been quite limited, which is without the access to any powers of taxation. To collect money, the Confederation Congress has the only way to request from the states, which cannot fully meet the Continental Army and the Congress’s financial needs. Hence the Congress started to print money, and as they printed more money, the value of the continental money started depreciation. Besides, during the revolutionary war there had been a huge debt remained in each state and the Congress, which became a big debate after the war. As some of the states did not pay off the debt, how to pay the debt had also become a major issue in the debates. The debt issue took quite much effort from the Congress that the public became frustrated to the government.

In 1783, Britain's sanctions against the United States were over, and the American economy has started to recover. However, the import of UK products had also threatened the United States’ local products, with better values. Meanwhile, the Congress did not have the power to regulate and international trade or interstate trade, and each of the state still conserved the rights to control the trade policies in the state. Hench each of the states tried to lower their taxation barriers so as to compete with other states’ goods. However, without a united powerful central government to manage, it was too hard to fix a single high taxation policy for each state to obey and thus to impede the UK goods from trade. The economic diploma further imposed political unrest to the states (Murrin, 2008).

To solve the economic issues mentioned above, the Constitution came into force.  The Congress and Federal government has been empowered to be much stronger than ever. Financially, in Article One, the Congress has been empowered to “tax, borrow, pay debt and provide for the common defense and the general welfare” (Article I, Section 8), which gives the Congress and the Federal Government a strong backup. Since the Article worked, the taxation could be used to pay for the debts and gives more budgets to the government administrative activities. Moreover, the Constitution creates national debts, which have largely relieved the pressure on the American economy.

Politically, In Article Six, the Constitution clarifies the supreme position of the Constitution of the land, and if there is any conflict between the state judges and the federal law and the Constitution, the latter two are in force. This could resolve much conflict when differences are conducted between the states and the government. The Constitution empowers the President and the federal government the United States Armed Forces that could take army actions if there are two thirds of the senators passing the proposal, which could help the government to stabilize the political situation so as the economic situation on the border. Also, the constitution provides a more equal human right base among all the states, by reducing the policy differences between different states, which has reduced the discrimination for other states’ citizens. In Article Four, it outlined the relationship between states and the federal government, and it was regulated that each state shall give “full faith and credit" to the public acts of the other states, and has made the population movement among different states much easier and cheaper than before. Since the implementation of the Constitution, the US economy has been through a fast growing period with the policies successfully regaining the confidence of the public.
