The cartoon of "How some apprehensive people picture uncle Sam after the war" (HSA) described a scene that Cuba, Hawaii, Philippines and Porto Rico were megaphoned as children, which tried to trouble the United States that was compared to their father. In this way the cartoon points out in the late 19th century how the U.S. flaunted itself as a democratic land defending equality and people rights while on the contrary endorsing another form of racial prejudice on regions outside America.

This cartoon was created after the Spanish-American War and presented worries from some apprehensive American people about the political relationship between the U.S. and its colonies at that period. The “father” (U.S.) is a little stern, and having trouble to manage all the kids. Hawaii as the most naughty child causes a lot of trouble by pulling everything off the table. The other three children (islands) are pulling on the father and trying to grab attention. The cartoon transmits two meanings: the American mainstream views the colonies far more inferior and need to be “educated” and even “controlled”; the U.S. feels itself as the destined governor/father that has the responsibility to lead and educate the colonies. The colonies are seen as “savage” by the America mainstream and such sensation can seek its root from the President Roosevelt’s racial nationalism that “expressed itself as a combative and unapologetic racial ideology that thrived on aggression and the vanquishing of savage and barbaric peoples” (Gerstle, 1999). While how to define “savage” and “barbaric people” is the question facing the democratic American government at that time, and it laid the base for racial superiority at that time.

Endorsing the American racial nationalism, racial superiority has already spread in America during the late 19th century. Philippines and Porto Rico used to be Spanish colony, and Cuba is lived with African residence. Hawaii has been presented as “black” in the cartoon, even though we perceived Hawaiian are a bunch of Asian people. None of the colonies were close to “white people”. In the late 19th century only “white people” were considered as civilized and “African Americans were depicted as unsexed primitives who had never evolved the perfect manhood or womanhood characteristic of more civilized races” (Bederman, 1995). Besides black people, other races were also inferior to the white people. “White people” was believed as the most evolved race during the late nineteenth century under the support from distorted Darwinian theory. Therefore, to govern those “savage” region is correct and would benefit to people who live in those region, which is obvious a kind of racialism in today’s view; however, such racialism seemed to be a mighty mind in the mainstream American society at that time. That is to say, racialism has not been recognized out with a “colony education” cover on the top. Roosevelt has kept black people out of his Rough Riders army during the Spanish-America War. Even so, he can’t keep African people out of Cuba or other American regions, otherwise it would be directly linked to racialism that would violate the “democracy and equality” spirit that. This also explains why in the following years American nationalism owns a contradictory character in pursing both democracy and army governance on its “savage” colonies (Gerstle, 1999).

The misunderstanding of culture and different races was such deep and impressed during that period which may also explain why the contradictory character is embedded to the American nationalism. Even though racialism was recognized and against in the modern society, and colored people have been facing a much improved status compared to the past with increasing voices fighting against racialism, there may still exist some “clichés impression” against the non-white people. As an Asian student, I understand the roof for Asian people in career. Asians are still considered as lacking of leadership in some way. While the mainstream voice today recognize the roof for Asian people as a cultural difference instead of racialism. However, for ourselves, we feel such opinion is simply another partial inadequacy in defining different races, and is another racial prejudice in the modern society.
