Introduction

You might think that the city of Hefei is very beautiful now; however, you may never guess what lies underneath the surface. Nowadays, the city is characterized by fast-paced expansions and modernization processes as the economy have been growing so fast in the past few decades. However, you dig deeply down the prospering surface, the homelessness problem is deteriorating. The number of people who are taken over by rescue stations in Hefei has rocketed from 1000 to 7000 since 2003. As citizens of Hefei, we would definitely try our best to solve this program as it is an ongoing concern in the city.

Background

When we walk down the street, we can constantly meet beggars who use their misfortune to win the sympathy of others and ask the pedestrians for their money. However, nowadays, instead of begging you for money, they force you to give them money and will not let you go until you succumb. The beggars do more harm in the following ways to the city. First, the beggars are destroying the order of the city by creating traffic jams when people gather around the place to watch them. The image of the city will also be harmed because visitors to the city will see that this is a poor and unorganized city. Second, the kids become the victims because there are groups of kidnappers who take kids away and make them disabled to make money on the streets. Last, but not the least, the homeless problem is like a dormant volcano, waiting to explode someday in the future. If the homeless problem do not receive effective management and control, it is likely to break out into more severe social problems.

Solution

Classifying the homeless people by their reason for being homeless and then choosing the most appropriate way to place them in the society is the best way to solve the problem. In the past, people have implemented tons of measures in many cities but a majority of them failed or had severe flaws. For instance, we were offering rescue stations for them to stay but it only solves the problem temporally. For the long term, those beggars will continue to beg because it is easy money and they believed that they can have a home and food without working. Moreover, immigration policy between cities has loosened to provide those from the rural and poor areas a chance to increase their welfare. However, this policy caused a vast number of rural poor people to enter the city and they gradually became beggars. (Dean, R. & Craig, T, 1999) In addition, some of the professional vagrant beggars’ income is higher than what they could have earned if they accepted a job offer. Therefore, they prefer to stay in the rescue station and are unwilling to be bailed out. There also other reasons that caused efficiencies in the policy to eliminate beggars, including the lack of personnel, government fund, and inefficient rescuing networks.

Justification

We should classify those homeless people into different groups by ages, regions, and reasons. (North, C. et. al, 1998). We should plan the budgets according to the local situations. For rural agricultural areas, granting the appropriate agricultural skills based on the local conditions to raise income levels is the most appropriate step to take. By undertaking those steps, we can reduce the vagrants and beggars outflow into the cities.

For repeated occupational vagrant beggars, deviant beggars, illegal vagrant beggars, we should guide them after understanding their situation. (McNaughton, C, 2005) For example, Shenzhen Baoan District relief stations began to introduce jobs for the homeless by establishing a connection to Shenzhen human resource market. Also, psychological consultancy is offered to ameliorate their distorted psychological conditions and give them more encouragement to return to the regular track of the society. (Meltzer H., et. al., 2000)

Another one of my suggestions is to apply the “Family foster care" model for the teenage homeless people. This model states that we should follow up the investigation, give physical and psychological counseling, explore the family situation, and analyze the establish data files to better help those youngsters (Stein. M, 2006). This model is a combination of foster care, grooming, education, and community involvement, which has been successfully applied in Zhengzhou.

Conclusion

The problem of homeless may decrease the city image and harm, increase unemployment rate, and harm the children. If not treated well, the problem will be more severe and my suggestions should be adopted to solve the problem radically. We may have plenty of reasons to ignore the homeless, but as a human being, we have no reason to ignore our society’s future. More important than offering the homeless with supplies and love is to find the real reason behind their current status, educate them the techniques to live properly and take them back onto the right track again. Therefore we can eliminate the homeless thoroughly and build a secure and comfortable society in the near future.
