Introduction

As a candidate for competing one of the positions in Australian Red Cross (ARC), this report paper tries to make a research and report the research outcome by critically analyzing, evaluating and reflecting on the aspects of the organization nature, organizational goals and missions, external organizational environment, organization ethics and organizational culture of Australian Red Cross. The paper is divided into 5 parts, the first part talks about ARC’s purpose and mission, and its not-for-profit orientation, the second part respectively selects and analyzes the political factor of general environment and the supplier factor of specific environment, the third part explains corporate social responsibility and ethics of ARC while the fourth part specifically analyzes myself and matches myself with the organization. And the final part concludes the report result and summarize all the key information analyzed in the paper.

Overview of Australian Red Cross

Purpose and Mission

Australian Red Cross was established in Melbourne in 1914 as a branch of the British Red Cross in the beginning and it is one of the Australia's oldest volunteer organization. But now it has expanded to having many offices in eight states and territories across Australia. Headquartered in Melbourne, the Australian Red Cross has the organization missions of protecting human life, human health and human dignity, especially in the event of armed conflict and other emergencies. It is also responsible for working for the prevention of disease, the promotion of health and social welfare, encouraging volunteerism and encouraging members of the movement to hold universal sympathy for and to be ready to help those who need it.

Organization mission refers to the status, role and commitment contributed by the organization (as a subsystem) in society (the larger system).Organization mission reflects the fundamental purpose of the organization, reflecting requirements of the outside world on the organization and embodying the founder of the organization’s pursuit and aspiration. The definition of organization mission is mainly related to the scope focus of the organization and the organization’s purpose. The primary content of organization mission is to confirm what kind of tasks will the organization implement and what kind of services of the organization perform to the society. ARC’s scope focus covers a wide range of activities and work including providing emergency services in Australia strengthening national emergency preparedness, response and recovery, promoting international aid programs, working with the communities to improve community services, protecting people in war through championing international humanitarian law and offering migration support and services (Australian Red Cross 2016, para. 3). And the Australian Red Cross’s fundamental purpose is to becoming the power of humanity, protecting human life and health, carrying forward the humanitarian spirit and promoting the cause of peace and progress of the world.

Not-for-profit Orientation

And Australian Red Cross is definitely a unique organization because of its not-for-profit orientation. It is one of the non-profit organizations, which refer to all voluntary organizations, social organizations or civil associations outside the government sector and enterprises aimed at profit-making. It is an organization does not belong to the government and is usually independent of the government.

The non-profit organization is equipped with several characteristics. The first one isnon-governmental nature, the non-profit organization can offer social services being independent of the government. It provide public goods and public services to the community, existing parallel with the government and competing in the market equal, open and fair to some certain extent. It is beneficial to overcome the high cost of public goods brought about by the monopoly of government management on public goods, which is one of the basic reasons for the development of non-profit organizations. Secondly, it belongs to an organization. The non-profit organization’s activity is a kind of group activity, not scattered individual behavior. This lays the foundation for the development and for the benefit of the public (Lecy, SchmitzHaley&Swedlund 2012, p. 441). Thirdly, it is with public welfare. The non-profit organization comes into being not for profit purposes. It can create the greatest possible for the community to provide some public goods. Finally, it is autonomous. The non-profit organization is also an autonomous organization and the behavior of which is constrained based on the norms of the legal and public system. In addition, since the public welfare undertaken by the members of the organization is generated on a voluntary basis, the autonomy, voluntarism and the self-discipline of the subjective will make itself equipped with a high degree of autonomy.

The Center for Comparative Studies on Nonprofit Institutes of Johns Hopkins University divided the non-profit organizations into 12 broad categories and 24 sub-categories. ARC belongs to the fourth category and it provides the community with the public goods, which belong to social services, emergency relief and social relief.

Impact of Political Factor on ARC

General Environment and Political/Legal Factor

The external organizational environment means factors, forces, situations and events outside the organization, affecting the organizational behavior and outcome. The general environment and the specific environment are two respective levels of the external organizational environment. General environment includes the factors that generally influence the all aspects of larger system (involving the organization in) and the factors generally represent the economic factor, political/legal factor, demographic factor, technological factor, ecological factor and socio-cultural factor. The general external environment of these factors may exert indirect, long-term impact on the organization. When the external environment changes drastically, it will lead to significant changes in organizational development.

The political/legal factor means the external political environment of the organization. The external political environment of the organization refers to the political powers and concerning laws and regulations and other factors having practical and potential influences on the organization activity, which involves the political environment and legal environment. Political environment includes the national political system and mechanisms, policies and institutions, political order, political party system, political phenomenon and government’s attitude towards the organization and etc., and legal environment means the laws and regulations that have a rigid binding force upon the organization activity (Mills & Serageldin 1991, p. 307).

Effects of Political/Legal Factor

The external general political environment and the external general legal environment are closely linked and tightly inseparable from each other. To Australian Red Cross, the Australia’s state supervision through policies and laws and regulations is of enormous importance.

Australia attaches great importance to the management of non-profit organizations through taking three kinds of effective measures. The first is the government supervision and management. The government regulate and restrain the behavior of non-profit organizations through the development of laws and regulations, the fines, terminating the activities, legal liability and other penalties will be granted upon violators or offenders depending on the seriousness. The second is trade organization supervision and management. Australia regulated that the trade organizations should help non-profit organizations to safeguard their legitimate rights and interests, provide specific services, and help the government to supervise and manage the non-profit organizations to promote their self-discipline and make up the government regulatory power. The third is social supervision and management. The Australian government regularly announced he relevant archives, especially financial tax information of the non-profit organizations to the community, putting the organizations in the supervision of the wide public and the news media.

In order to strengthen the management of non-profit organizations and effectively protect and promote their work, Australian government has issued a series of relevant laws such as the Law on Societies, the Enterprise Law, the Occupational Health and Safety Law, Employment Law, Anti-discrimination Law, Privacy Law, Freedom of Information Act, Provident Fund Law and so on. For example, Law on Societies the various provisions stipulated the establishment, registration, operation and other links the non-profit organizations shall follow. The laws and regulations have stipulated legal procedures for the normalized management of non-profit organizations, and also have provided the organizations for penalties of violating the laws.

With the soundness of the laws and the integrity of the public morality, the Australian non-profit organizations have showed good development conditions of standardized and healthy management, legal operation and sincere commitment to the public welfare undertakings. As a very important member of Australian non-profit organizations, ARC has benefited from the political environment and legal environment created by Australian government. As a single non-profit organization, ARC may have little power to change the political/legal environment. But it shall utilize the political/legal factor to adapt to the organization environment. Firstly, striving to become a model non-profit organization to comply with the laws and regulations to ensure the legality and rationality of all the kinds of organization activities. For example, Australian Red Cross shall pay attention to protect the private information of blood donors. Secondly, ARC shall cooperate with the government to mobilize the necessary resources (such as obtaining financial support from the government). The first step is to understand what the government needs. And then ARC shall mobilize own resources (such as public influence) to match with government needs (such as initiating large public events to publicize the positive image of the government).Thirdly, participating in government policy development and influencing the Party’s policies and programs and goal implementation through cooperation with political parties where possible.

Impact of Supplier Factor on ARC

Specific Environment and Suppliers Factor

The general environment and the specific environment are two respective levels of the external organizational environment. Specific environment includes the customers factor, the competitors factor, the suppliers factor and the pressure groups factor (Kaplan& Norton 2001, p. 43). Compared with the general organization environment, the impact of these factors of specific external environment on the organizations is direct and rapid. Among which the suppliers factor refers to the entities and individuals who provide the inputs that the organization use to conduct their operations. I perceive that the most important inputs and resources that ARC needs are capital and personnel asset.

Effect/Impact of Specific External Environment

Australian Red Cross has accumulated its capital from three channels and they are respectively Australian government, Australian International Development Agency and the public contribution and donation. Also Australian Red Cross has strived to attract public contributions of ordinary people joining in the various kinds of activities and programs for promoting the public welfare and helping people who need it.

Therefore the suppliers of inputting the personnel resource and capital resource are organizations, enterprises and other non-profit organizations and the public. To use scarce resources to influence suppliers factor, Australian Red Cross shall focus on the three aspects below.

First of all,Australian Red Cross shall ensure transparency in the operation of the organization's financial resources. Australian Red Cross shall design a transparent system the funds flow in gaining wide-range public confidence, which is the best way to eliminate the doubt of the public and attract and motivate people to participate in the activities of the organization.

What’s more, publicity and campaign are significant. Through professional marketing methods and tactics, Australian Red Cross shall deeply implant the purpose and the mission of the organization into the hearts of people widely, making the public image an organization continuously struggling for pure public interest of ARC engraved in the minds of the public to encourage the public participate and invest. Australian Red Cross shall cooperate with strong social media such as the Internet media with social responsibility so as to ensure the organization and its initiatives and activities focus of public concern. Adequate exposure depends on publicity and publicity can be impressed enough by speaking a good story taking an example of helping an individual.

Thirdly, there must be better if an independent and profitable institution is established in ARC to plan the operation of public charitable activities. The institution have a relatively higher profitability in order to attract capable people who deem making money for CAR as a real cause. Finally, the most important thing is to promote a concept that the nature of charity is to help people and Australian Red Cross is truly the power of humanity.

Social Responsibility and Ethics of ARC

Social responsibility begins with a willingness to emphasize the organization is willing to be responsible for all the social and environmental impacts of its decisions and activities. Then social responsibility refers to the nature of the organization through a transparent and ethical behavior of the organization to take the social responsibility. That is to say, the organization complies with the legal obligations and applicable laws, be consistent with the international norms of conduct, and even goes beyond the legal obligations to make further contributions in the sustainable development of mankind and society. Secondly, social responsibility refers to the organizational integration, which means the organization take various modes of operation through a variety of activities, projects and services to guarantee the organization take social responsibility for the community and society (Joel 1988, p. 120).

The implementation of social responsibility and ethics of Australian Red Cross are displayed on several aspects. Firstly, today's society is a big family, everyone is an important member of the whole society. Solidarity, mutual help and friendship areessential moral quality of everyone’s life and only with these quality will the social harmony and development be achieved. Australian Red Cross has held these duties in this society. Carrying forward the humanitarian, fraternity and the spirit of dedication for the people in need of help in today's society. Australian Red Cross has always been working independently in accordance with the fundamental principles of humanity, justice, neutrality, independence, volunteerism, unity and universality established by the International Red Cross Movement.

Australian Red Cross aims to strengthening the capacity of the public to train themselves in health care and rescue and seeks to protect lives through a wide range self-help and mutual assistance. Australian Red Cross has disseminated humanitarianism, cared for the most vulnerable raised public awareness of safety and understanding the basics of emergency rescue through providing public health ambulance training.

Australian Red Cross has contributed to social assistance and community services. In its humanitarian spirit, Australian Red Cross has been assisting disadvantaged groups in Australia by mobilizing social forces and resources to make up for the shortage of government financial resources. It also has met the needs of diverse social assistance services to better help the individuals and groups who need it and has become the backbone of anti-poverty. In addition, ARC is able to integrate social forces and resources and provide an important platform for citizens to participate in social assistance.

Australian Red Cross has done a lot of volunteer work, relying on its good social image the recognition of the public to attract more people to join. It then has carried out more professional education and training to train them to become excellent volunteers. Volunteer services has attracted more and more people to join the cause of the Red Cross, developing the citizen awareness and spirit in the society and purifying the whole society.

Therefore Australian Red Cross is socially responsible to the organizations and individuals in Australia and even the world.
