The key points to the importance of internalizing the external environmental and health damage costs for traditional energy sources lies in that  the state currently assigns a value of $0-4/ton of CO2 emissions, but that a more accurate number would be $38/ton. These dollar values are important, because the PUC always uses them to found new energy sources when utilities' plans are considered to be established, such as power plants. Using these numbers would make it more realistic while accounting of the true costs of coal . This action was done in order to motivate energy efficiency and suggest  renewable energy.

Coal power plants are by far the largest contributor to climate change damages from Minnesota electricity production, representing 92% of the total. Future emissions are expected to cause greater damages than past emissions. However, The total health and environmental costs associated with Minnesota electricity generation are $2.164 billion with a range of $917 million to $3.147 billion. This corresponds with 4.1 cents/kWh for all sources of electricity, and 6.0 cents/kWh for electricity generated from coal. This includes emissions of GHGs and criteria air pollutants. 
For these potential costs, it is the individuals that are likely to pay for the extra costs. This is because the object of health damage and environment pollution is every individual and  such damage could not be classified or even be put together to find who are responsible to the fact ultimately. 

The renewable technologies enjoy more possibility to compete in the energy market place because it could save the potential costs to some extent so that it could lower the total costs.
