Firstly, managers should have the skills on using information, which contains gathering, allocating and controlling. What is more, good managers should be able to control information. After receiving, managers must have abilities to select from a large amount of information to use. The useful information should be stored for summary or reflection in the future. Furthermore, controlling information also includes evaluation. For example, when a project is finished, the leader collects information about the entire process and the performance of the employees. At this time, the ability on assessment is important, and leaders need to fairly measure employee performance and project outcomes. The performance of the project is not only reflected in the financial report, but the leader also needs to know the other values, such as whether the company's brand awareness has improved. To sum up, this ability to using information is a must-have quality for a good leader.

Secondly, based on the ability of information distribution, leaders are supposed to have interpersonal skills. In the enterprise, the manager shoulders the responsibility as “liaison” (p. 291), which requires horizontal communication. In other words, in the process of distributing information, it is necessary to communicate with employees or other leaders (Mintzberg, 1971 p.295). Under normal circumstances, managers only need to clearly express requirements and avoid employees’ misunderstandings. However, to be a perfect manager, clear expression skills are not enough. In special circumstances, for instance, employees are unable to complete work on time or they are dissatisfied with their tasks, managers need to use skills to convince them. Managers need to balance the company's interests and the individual requirements. What is more, communication skills also ask managers to understand personal characters of employees and use different words according to their different personalities and behavioral characteristics. If a leader does not have this ability, the employee satisfaction is likely to decline, thereby reducing efficiency.

Finally, Mintzberg (1971) also pointed that leaders also need the ability on decision-making. After a leader collects and selects the information, he needs to make decisions. The process on decision making is also known as strategy making. The strategy is a direction of all company behaviors. If the strategy is made incorrectly, there would be a negative impact on the company's development. In the face of various projects and market conditions, the strategies required are totally different. This decision-making ability is closely related to the knowledge level of the leaders. Moreover, this ability also requires leaders to gain the ability on controlling mentioned above. After setting the strategy, managers must be able to predict the practicality of strategies.
