Study on the Minimum Wage Law

These days, I read an article entitled “ Minimum wage, All-Gender Restrooms among 2017 CA Workplace Laws” on the credible media outlet San Francisco Chronicle. Through it, I knew dozens of California workplace laws would take effect in 2017, the most prominent being a 50-cent-per-hour increase in the statewide minimum wage. This article provoked my thinking on the impact of the latest minimum wage law made by the government to the enterprises, the employees and the stakeholders.

 

The nature of minimum wage system is that the government increases the low-income workers’ wages to the equilibrium level of the labor market through compulsory legislation. Originally, this system was designed to guarantee the labors’ rights and put restrictions on the behaviors of enterprises. Its appearance demonstrated the management function of the government to the market and the fairness doctrine of the market-oriented economy.

 

Generally speaking, the increase of minimum wage would of course exacerbate the financial burden of the organization since the human resource cost would rise sharply. However, this change might draw the enterprise to adjust its business strategy in accommodating the survival environment and even stimulate the organizations to make transformation and upgrading in business. For example, to the labor-intensive enterprises, one of the effective ways in controlling the cost is to reduce the number of the workers and try to substitute workers with machines. In this way, the labor-intensive enterprises are probably to become technology-intensive ones, which might greatly benefit the development of the enterprises and help them expand business. And the stakeholders should be glad for this transformation since they would earn more money for the change. Totally, the minimum wage law would drive the enterprises to save human resources cost, improve management, develop technology and make transformation and upgrading.

 

Moreover, to employee, the minimum wage law would surely increase their incomes and guarantee their well-being. In that case, employees would be motivated to work harder and the work efficiency of the organization would be greatly improved. Nevertheless, as the running cost of the enterprise grows, the enterprises might be inclined to recruit fewer workers than before. Therefore, some of the employees might face the risk of losing their jobs. But as the old saying goes, every coin has two sides. Under the pressure of the risk, the employees might be inspired to receive more training and their professional skills would be significantly upgraded.

 

Additionally, the minimum wage law should promote the fairness in the workplace. It shorten the income gap between the wealthy and poor. Besides, it is effective in preventing the illegal firms from constantly reducing the wages of the low-income workers and guaranteeing their basic life and well-being.

 

In conclusion, the minimum wage law is a two-edged sword. On one hand, it protects the basic life and needs of those who apply the law with its guarantee function, which is good for establishing harmonious and stable social order; one the other hand, if it had been misused, it might make negative effect to the economic development of the country. Hence, instead of a simple rule, the minimum wage law in fact a complicated systems engineering, which not only requires the law-maker to conduct comprehensive survey on the conditions of local labor market, living standard, price of commodities, economic development etc., but also have overall consideration on the industry structure and economic layout to make wise decision, so as to make full use of the regulative and protective function of the minimum wage system.

 

I think the minimum wages law would be a good topic for classmates to discuss in class. We can discuss its advantages and disadvantages, and make further discussion on whether its advantage is bigger than the disadvantage. Besides, we can talk about the measurements on how to effectively enforce the law. Through the discussion of this topic, I believe peers will get more practical understanding of market-oriented economy and the multiple managing roles of the government, and learn how to utilize legal weapon to protect themselves in real life.
